Arkansas Moves Forward with the Raw Milk Revolution

Arkansas is making progress toward expanding access to raw, unpasteurized dairy products. House Bill 1048, introduced by Rep. Cameron Cooper, passed the House Agriculture Committee unanimously on Wednesday.


What House Bill 1048 Proposes

Currently, Arkansas law only allows raw milk sales directly from farms, limiting consumer access. Cooper’s bill would allow farmers to sell raw milk at farmers markets and via direct delivery. However, sales in grocery stores would still be prohibited, and farmers would be limited to selling 500 gallons per year. Labels would also be required to state that the milk is unpasteurized.


“This change will make it easier for farmers and their customers to connect and do business together,” Cooper said. “This bill is about food freedom, food security, and supporting local farms.”


Strong Support from Farmers and Advocates

Supporters of the bill say consumer demand for raw milk exists and that small farmers would benefit. Advocates include farmers Steve Grappe of Stand Up Arkansas and Luke Wilson of Wilson Dairy Farm. University of Arkansas Professor Dan Quadros also backed the bill, though he clarified that his views were personal, not the university’s official stance.

Ryan Norris, state director of Americans for Prosperity-Arkansas, also supported the bill, arguing it would boost economic opportunities for small farmers while cutting unnecessary regulations.


The Next Steps

With bipartisan support, House Bill 1048 now moves to the full House for consideration. If passed, it could open new opportunities for small farmers and give consumers more access to raw dairy products.
